The arrest affidavit provides more details:

At 7:34 a.m. on March 13, Davenport police were called to the scene of a hit-and-run accident at the intersection of Rockingham Road and South Concord Street, where a pedestrian was hit. Surveillance footage from a local business helped identify the vehicle involved, a 2016 Freightliner M2 106 Medium Tow Truck, which was later located in a nearby tow yard.

Ramey, confirmed to be the driver by co-workers and the surveillance video, confessed to driving the tow truck at the time of the incident. The pedestrian, who was legally crossing Rockingham Road at a crosswalk, sustained severe injuries, including fractures to her right femur, pelvis, and ribs.

Furthermore, video evidence captured Ramey using his phone to text just before the collision and showed him fleeing the scene post-accident. Investigations also revealed that he deleted text messages and call logs from his phone following the incident.
